Gov. Tom McCall writes by lamplight during the energy crisis. McCall's time in office, 1967-1975, brought sweeping reforms such as the bottle bill and Oregon's unique system of controlling growth. During the oil embargo of 1973, McCall ordered state agencies to conserve energy, called on business to shut off outdoor lighting, and proposed a gasoline rationing plan for motorists.
